Single Scheme Action Plan


2025

This is the final review of the Action Plan 2023-2024 and illustrates a far greater level of compliance around Single Scheme statutory responsibilities compared with end-2020.

The review was noted by Government in late 2025.

Given the improved position across the Single Scheme, it is not proposed that a new Action Plan be established, however the Single Scheme Policy and Support Unit will continue to engage with sectors and RAs to maintain and drive compliance.

2024

During 2023, there has been an improvement across the range of sectors in terms of compliance by Relevant Authorities.

This indicates that DPER and the Sector representatives have worked well together and that subsequent Action Plans have positively impacted on compliance and administration of the Single Scheme

2023

The review of the Action Plan 2021/2022 was noted by Government in June 2023 and demonstrated significant improvements in compliance with the statutory responsibilities of Single Scheme administration across all sectors.

However, there remain some specific areas of concern. Therefore, Government also approved a new Single Scheme Action Plan 2023/2024, to address these outstanding issues and maintain the high level of compliance achieved to-date.

These actions focus on Section 38 Relevant Authorities (RAs) in the Health Sector, ETB RAs in the Education Sector, as well as actions for DPENDR.

2022

The first Annual Review of the Action Plan was brought to Government in early 2022.

It noted that in 2021, significant improvement was made in the issuing of Annual Benefit Statements by Relevant Authorities (RAs).

There was some growth in the calculation of Referable Amounts and issuing of Leaver Statements across all Sectors.

2021

In 2021, the Government agreed to the Single Public Service Pension Scheme Action Plan 2021-2022, to drive compliance with the administration of the Scheme through targets and actions agreed by Sectors.

The four key compliance areas set out in the Action Plan are:

  • Pay-period calculation of Single Scheme benefits (termed “referable amounts”)
  • Annual Benefit Statement issue to members
  • Leaving Service Options issue to members; and
  • Onboarding of relevant Scheme member data to the Databank

Baseline Study Report


A Baseline Study was conducted in 2014, following the first year of operation of the Single Scheme, to gather details on how the Scheme was being implemented at that time.

Town Hall Meetings


2021

In June 2021, the Single Scheme Administration Support Team hosted a virtual Town Hall event.

In June 2019, the Single Scheme Project Team held a Town Hall Meeting in Dublin

2016

In November 2016, the Single Scheme Pension Policy and Project Teams held a number of Town Hall meeting in Dublin and Athlone.

Representatives from two public service bodies (NUI Galway and St Vincent’s University Hospital) shared their experience of administrating the Single Scheme.
